Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

About the Author Brian F. Schaffner is an associate professor of political science at the University of Massachusetts, Amherst. A Compelling Case for Party-Centered Campaign Finances By Brandon Marshall Using a variety of databases, the authors do an excellent job I believe of making the case that the prevalence of candidate-centered campaign finance exacerbates polarization and incumbency in our political system. They take advantage of differences in campaign laws throughout the states to test their theories, and for the most part refrain their discussion at the state level but argue that it can be taken to the national level as well. Where people might have an issue with this book is their argument that moderation and increased challengers requires returning financial power to the political parties, and the authors are quite aware of such hesitation. Even if you disagree on their suggestions for reforms, I would recommend reading the book and get an understanding their argument as it makes a compelling case for giving more power to formal party organizations instead of Super PACs, interest groups, and individual donors as our current system allows.

La Raja and Schaffner draw on data over the last several decades to show how different types of donors matter for ideological extremism of our elected officials.. and consequently, political gridlock. Hager The authors have an opportunity to test their theory that giving more money to parties will make for less partisan politics. In its decision of the McCutcheon case on April 2, 2014 the Supreme Court increased by a factor of about 30 times the total amount of money that can be corralled by parties. [...]. Congress and Obama followed with the CRomnibus Act at the end of that year which increased the amount that can be contributed directly to parties another 10 times, for a 40-fold increase in the systemic corruption that political parties oversee in just one year. [...]Parties have been at the center of this corruption ever since Buckley legalized money in politics. See Brooks Jackson, Honest Graft: Big Money And The American Political Process (1988) (Tony Coehlo); John Barry, The Ambition and the Power: The Fall of Jim Wright: A True Story of Washington (1989) (Gingrich). Even if money ends up in individual campaigns it flows through the party apparatus which is capable of delivering wholesale policy to major buyers and which uses money to impose party discipline in delivering it.It would be interesting to see the authors defend their thesis in light of the 2014 policy change in the very direction they advocate. Are we there yet? Or do we need to increase the corruption levels even further to correct the bugbear of partisan polarization? Partisan polarization is itself primarily a Kabuki exercise played out to get gullible voters to vote against their own economic interests on the basis of peripheral social issues which plutocrats do not care about. When it comes time to serve plutocrats, the Kabuki drama ends and partisanship suddenly evaporates, often quickly and out of sight.
